The messages you receive that start with "09........" are so-called OOB (Out Of Band) messages.
These are Sigfox protocol messages that you wouldn't normally receive. You may have full access to the backend functionalities, that's why you see this type of message but they have nothing to do with the uplink frames of our products and do not require any particular decoding.
